Licences granted, but with warning

Three Dunedin liquor stores have have had their liquor licences renewed but with a warning any future transgressions will put them in jeopardy.

Super Liquor Andersons Bay, Super Liquor Kaikorai Valley and Quicker Liquor, George St have all had their liquor licences renewed by the Dunedin District Licensing Committee.

The committee, made up of chairman Colin Weatherall, Andrew Noone and Colin Lind, have renewed the licences for two years, instead of the usual three.

Police, Public Health South and the Dunedin City Council's licensing inspector all opposed the renewal of the licences.

The three stores are owned by William and Patricia McCarthy.

Liquor stores owned by the pair have faced seven enforcement actions as a result of selling alcohol to minors during police-controlled purchase operations.

The most recent incident occurred in October 2015, which resulted in the Alcohol Regulatory and Licensing Authority (Arla) suspending their licence for Super Liquor Dunedin, in Malcolm St.

The agencies opposed the renewals on the basis Mrs McCarthy had promised to seek industry training for her staff, which she had not done.

But during the licensing hearing Mrs McCarthy said the training issue had not been approached lightly and she believed the undertakings had been complied with.

In its decision to grant the licences, the committee said there had been no breaches of the Sale and Supply of Alcohol Act Act since 2015 and the only ''blemish'' had been the failure to carry out all of the undertakings made at the time.

The committee wanted to be in a position to review the management of the premises sooner than the usual three years, which is why the two-year period was chosen.

''We believe the premises' licences should be renewed on the back of the warning from the authority that any future transgressions will put the licences in jeopardy.''

A training package for staff, prepared by The Learning Place, had been sought by Mrs McCarthy and 19 staff had attended the subsequent training, the committee said.

''We are satisfied the undertaking has now been given effect, albeit a year late.''
