With only one day left until nominations close, former Queenstown Lakes district councillor and community board member Jude Battson is the only person nominated.
If she is still the only candidate when nominations close at noon tomorrow, she will be declared the winner.
It would also save ratepayers about $25,000.
It is estimated to cost about $30,000 to hold a by-election. The costs include printing and posting voting forms, vote counting, insurance, and general administration tasks such as preparing the electoral roll.
QLDC senior communications adviser Rebecca Pitts said at least $25,000 would be saved if the by-election did not need to go ahead.
If she is declared the winner, Ms Battson will be sworn in at the next community board meeting on September 14.
If another nomination is received and a by-election is needed, it will be the third one this year for the district.
Residents in the Upper Clutha have already voted in the Otago Regional Council's Dunstan ward by-election and the Queenstown Lakes District Council's Wanaka ward by-election.
A community board by-election was needed because board member Quentin Smith was elected to the Queenstown Lakes District Council last month in the Wanaka ward by-election, with 1387 votes.
As all Wanaka ward councillors are automatically made community board members, Mr Smith had to vacate the seat he was elected to last year to take up the seat he was now entitled to as a councillor.
Ms Battson was the second-highest polling candidate in the July by-election with 971 votes.
That by-election was needed because former district councillor Ella Lawton resigned so she could could run in the regional council's Dunstan ward by-election, which she won.
Ms Battson has previously served one term as district councillor, between 2010 and 2013.
She was also the highest-polling Wanaka ward candidate not to be elected at both the 2013 and 2016 council elections.
