The report outlines the district council’s activities and performance over the last year and whether or not it met its goals.
It also includes the results of the resident’s survey that show 69 per cent of residents rated the district council’s overall performance as good or very good.

Financial performance
$106 million total expenditure (compared with a budget of $108 million)
$57.4 million rates revenue levied (compared with a budget of $56.2 million)
$22.9 million received in development contributions revenue (compared with a budget of $15.9 million)
$1.66 billion total council net assets (in 2018 it was $1.58 billion)

Development contributions revenue was $7 million above budget due to the level of housing development in the district continuing to be more rapid than expected.
Land sales revenue was lower than budget by $4.5 million due to the sale of land in the Izone Southern Business Hub being below what was budgeted.
It is estimated there are around 6700 businesses in Selwyn, with around 21,500 full-time employees.

Less than 10 complaints received related to cemetery service – 12 complaints were received.
The average number of visits to Selwyn public libraries per capita exceeds the national average of 7.83 – there were 4.91 visits per capita.
100 per cent of resource consents are issued within statutory time frames – 98 per cent were issued within time frames.
Less than 15 complaints received about drinking water clarity, continuity of supply, odour, taste, pressure or flow and the response to any of these issues, expressed per 1000 rated properties – there were 19.16 complaints per 1000 rated properties.
75 per cent of residents feel a sense of community with their local neighbourhood – the resident’s survey shows 73 per cent
85 per cent of resource consent applicants are satisfied or very satisfied – 77.91 per cent were satisfied.
Total average operating costs per serviced property for land drainage is less than $100 – the total average operating costs per serviced property were $135.

69 per cent of residents rated the district council’s overall performance as good or very good, the same as in 2018. The overall performance rating has risen steadily from 58 per cent in 2013.
