New Zealand led 10-3 at the break and then pushed out to 17-3 shortly after halftime.
Australia then made a storming comeback and with 10 minutes to go New Zealand was ahead just 23-21.
Replacement halfback Bryn Hall, forced to play on the wing because of injuries, dived over after a slick back move to seal the win for the home side.
A crowd of about 2000 watched the match.
