The move was one of a range of initiatives outlined by Prime Minister John Key in a speech in Auckland to counter the manufacture, distribution and use of pure methamphetamine, or "P".
Other plans include:
* Police and customs focusing on gangs and organised crime.
* A $22 million investment in treatment for P users.
* Forty new customs officers for a special dedicated drug taskforce.
* A new police methamphetamine control strategy.
* Reviewing the Alcoholism and Drug Addiction Act to include compulsory treatment for P addicts.
