Earlier this year, Edward Anand (now 67) was found guilty by a jury on five charges of rape and seven of indecent assault.
The offending happened between 1980 and 1986 at the Girls' Home in Elliot St between 1980 and 1986.
At the sentencing in the Dunedin District Court today, Judge Kevin Phillips said Anand was a sexual predator who exploited the vulnerability of girls he was employed to protect.
Six women read out harrowing victim impact statements, while Anand listened impassively. One of the women was supported by sexual abuse campaigner Louise Nicholas.
Two more victim impact statements were handed up to the judge without being read.
Judge Phillips, who noted Anand's ''dismissive'' demeanour while the women read their statements, ''reluctantly'' granted a two-year discount for age, health, and character, which brought the total to 13 years.
Anand had shown no remorse, and continued to deny the offending, the judge said.
