Strategy group manager Richard Mabon said in a statement yesterday it was clear councillors wanted to look more carefully at some aspects of kerbside collection.
"We think that the best way to do that is to call a halt to the current tender process.''
The controversial three-bin kerbside rubbish collection system proposed for the district was rejected by the council last month. The council had been working for 21 months on a new system, including seeking tenders from two preferred contractors, EnviroWaste and Delta Services Ltd.
After the vote at last month's meeting, the council decided to adjourn the debate and determine a sound base from which to work. Following discussions at a workshop last week, the council felt legal issues relating to the request for proposal process had to be resolved before discussions with local operators could take place.
Yesterday, Mr Mabon said it was "not a matter of going back to square one'', but of trying to identify changes councillors wished to see implemented and then assessing how to move forward with them.
There could be some legal risks if the council tried to do that with the present tender process still in place.
The recommendation to cancel the request for proposal will be considered by the council's assets committee on Tuesday and later in the month by the full council.
