Alexandra developer Shaun McLellan has been refused consent by the Central Otago District Council for his 15-lot subdivision off Waikerikeri Valley Rd.
Mr McLellan had been seeking consent to subdivide 125.19ha into 13 lots of between 2ha and 2.44ha and two larger blocks of 27.4ha and 69.95ha.
Five submissions from immediate neighbours were opposed to the application and three neither supported nor opposed it.
The council was concerned the granting of the application would set a precedent and the proposal would be contrary to the objectives and policies of the operative district plan.
The effects of the subdivision would be adverse and significant in terms of open space, landscape, natural character and amenity values.
Mr McLellan could not be contacted for comment yesterday.
The council also refused an application from G. J. and M. K. Anderson to subdivide 1.8944ha on Carrowmore St at Naseby into five lots of between 2440sq m and 4790sq m.
Submitters opposing the subdivision said potable water was not always available and the proposed building platforms would be visible on the ridgeline.
Kimmer Griffith said if Naseby needed to be expanded then it should be done through a plan change rather than piecemeal applications for resource consent.
