If rubber-stamped by a full meeting of the council as expected, the speed limits bylaw amendment will drop speeds in a rapidly urbanising area of Mosgiel.
Parts of Wingatui Rd and Gladstone Rd north will drop from 70kmh to 50kmh.
Many new homes have been built in the areas in the past few years.
The St Clair change will drop the speed limit in the Esplanade area to 30kmh, which council staff say will reflect the road environment and use.
The subcommittee meeting followed a review of speed limits on roads throughout Dunedin with the objective of recommending the most appropriate safe speed limit for each road.
A submission process followed in which 23 submissions were received, 21 in support of the changes.
Some submitters called for the Esplanade to be fully pedestrianised and have bike parking facilities, and others wanted speed reductions on other roads in the Wingatui Rd area.
Staff said they would consider some of those ideas in future.
Cr Kate Wilson noted what she said was ''overwhelming support'' for the changes.
The subcommittee voted for the changes to go ahead.
A report said once the council adopted the changes, police and the NZ Transport Agency had to be notified before they came into effect.

Ground breaking changes, thanks. 30kph on the esplanade? It's not even possible to go at 50kph on that part of the esplanade. How about instead closing the esplanade to traffic completely.
