NZ broadband improving says Commerce Commission

New Zealand broadband is improving, according to a new report.

The Commerce Commission released its second broadband quality report today, which covered the period from April to June this year.

Commerce Commission chairwoman Paula Rebstock said the report indicated an overall performance improvement from its first March report into the five largest Internet Service Providers (ISPs).

"This is a very promising signal that the regulatory interventions being taken to encourage competitive prices, better quality and incentives to invest are beginning to have an effect."

The IPS's improved between 19 and 31 percent on average, particularly in Wellington, Auckland and Christchurch, the report said.

Broadband measurement consultancy Epitiro and ICT analysts IDC carried out the report, measuring 12 ISPs every 15 minutes on a 24-hour basis across eleven sites in Auckland, Hamilton, Wellington, Christchurch and Dunedin.

It gathered a range of statistics including download speeds, connection speed and reliability.

The report found TelstraClear's own DSL network scored the highest marks in Auckland and its cable network scored top in Wellington and Christchurch, while Orcon was the top provider in Hamilton and Dunedin.

TelstraClear's own DLS and Cable networks provided the highest speed services, but they also had the highest daily variability while Orcon combined a higher speed performance with minimal variation.

Telecom, Vodafone and TelstraClear's mass market Off-Net wholesale service from Telecom had the lowest speed services, but Telecom and Vodafone showed minimal variability.

Overall Orcon scored above the New Zealand average for its performance in every city centre.

TelstraClear's cable network, available in Wellington and Christchurch, scored well above the New Zealand average. Its own DSL network was in line with the New Zealand average in Christchurch, and above it in Auckland and Wellington, while its Off-Net service was below the average in all cities.

Telecom scored above the New Zealand average in Auckland and Hamilton, but below it in Wellington, Dunedin and Christchurch.

Slingshot and Vodafone scored above the New Zealand average in Wellington, Hamilton and Auckland, but below average it in Dunedin and Christchurch.
